🕸️PDF to HTML Converter - Reflowable or Fixed-Layout Web Page

Embedding a PDF on a website gives readers a clumsy experience and search engines a hard time; converted to HTML, it reads smoothly on phones and is easy to edit and publish. This tool offers two modes. Reflowable reads the position, size and font of every line, joins broken lines back into paragraphs, detects heading levels from font sizes, keeps bold, italic, bulleted and numbered lists and hyperlinks, recognises ruled and borderless tables and can extract images, producing clean semantic HTML that rewraps to any screen width. Fixed layout renders each page as a background image and places the text on top at its exact position, mapping fonts to web-safe families and stretching each run to its original width; pages scale down proportionally on narrow screens, so it looks like the PDF while the text stays selectable, searchable and copyable. Download a single HTML file with embedded images or a ZIP with an images folder, and preview the result right on the page.

FAQ

Reflowable or fixed layout?
Choose reflowable to read on phones, publish on a website, keep editing or get indexed by search engines. Choose fixed layout when the page must look exactly like the PDF, such as brochures, forms or complex designs.
What’s the difference between Real text and the invisible text layer?
Real text removes the original glyphs from the background and shows the words in web fonts, so they stay sharp when zoomed and can be restyled, though the letter shapes differ slightly. The invisible text layer keeps the untouched page image with transparent text on top for selecting, searching and copying — the most faithful look.
Can it convert scanned PDFs?
Scans have no text layer, so reflowable mode returns nothing and fixed layout only contains images. Add a text layer with our Scanned PDF OCR tool first, then convert.
Is my file uploaded? Is it free?
No — the conversion runs entirely in your browser. The site is completely free, needs no account and has no page limits.
